Wilkes-Barre medical marijuana card: working with a certifying physician

Wilkes-Barre is the seat of Luzerne County in northeastern Pennsylvania. The step that decides everything in the program is the physician certification, so this guide concentrates on what happens there.

What the physician actually decides

A Pennsylvania certification is a physician's statement that you have one or more of the program's 24 serious medical conditions. The physician decides whether your diagnosis fits an entry on the list, which entries to select (up to 10 on a single certification) and how long the certification lasts, up to one year. If the physician sets a shorter period, your card ends early to match.

The decision is the physician's alone. No one is certified automatically, and Pennsylvania has no clause allowing certification for a condition outside the list. Read the qualifying conditions list before the visit so you know which entry you are asking about.

Who can certify you in Luzerne County

Only an MD or DO qualifies, with an active Pennsylvania license, a registration with the Department of Health and a completed four-hour course from an approved training provider. Nurse practitioners and physician assistants cannot certify, even if they manage the rest of your care. A physician also may not certify a family member.

Because practitioners are barred from advertising themselves as certifiers, the Department's list of approved practitioners (PDF) is the dependable place to look. Statewide there were 1,920 as of March 1, 2026. Remote certification by real-time audio or video is allowed under Act 44 of 2021; our page on online evaluations explains it.

Preparing for the appointment

  • Bring records that document your diagnosis, from your regular doctor or a specialist.
  • List the treatments you have tried and how they worked, along with your current medications.
  • Know which listed condition you think applies, and whether more than one might.
  • Have your registry account set up first, using a Pennsylvania driver's license or state ID with your current address.

Ask the physician what end date the certification will carry. It tells you when your card will expire and when to expect the Department's 60-day renewal email.

After the certification

Pay the annual fee in the registry within 60 days of the certification being submitted: $50, or $0 if you are enrolled in Medicaid, CHIP, PACE/PACENET, SNAP or WIC. Allow about 7 days for printing and 14 for mail. Then use the Department's list of dispensaries with product (PDF), current as of September 15, 2026, to find a location near Wilkes-Barre.

At renewal, you are not tied to the same physician. The Department says any registered practitioner can issue your next certification.

This page explains Pennsylvania law and Department of Health guidance in general terms; it is not medical or legal advice, and only a registered physician can certify a patient.

Start with the certification

The state cannot issue a card until a registered Pennsylvania physician certifies you. An online evaluation is one route, and code DRWDY85872 takes 5% off.
